Ruto and Raila pick Zani to head team to oversee UDA/ODM broad-based MoU
The two principals say the committee will commence its work immediately and will submit progress reports to them every two months and to a joint Kenya Kwanza-ODM Parliamentary Group on a quarterly basis
President William Ruto and Opposition leader Raila Odinga have named a five-member committee to oversee implementation of the 10-point agenda agreed up during the signing of a pact on the broad-based government between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM).
The team, which will be chaired by former ODM Nominated Senator Agnes Zani, has Fatuma Ibrahim, Gabriel Oguda, Kevin Kiarie and Javas Bigambo as members.
The agenda includes full implementation of National Dialogue Committee (NADCO) Report; inclusivity in all spheres of life; protecting and strengthening devolution, promoting and protecting the livelihood of the youth; leadership and integrity; and the right to peaceful assembly as enshrined in Article 37 of the Constitution of Kenya and compensation for victims of protests and riots.
Other items on the agenda are the national debt; the fight against corruption; stopping wastage of public resources and promoting government efficiency; and protecting and promoting sovereignty of the people, rule of law and constitutionalism.
In a joint statement, Ruto and Raila said a joint secretariat co-led by Executive Directors of UDA and ODM has also been formed to support the committee’s operations and it will be fully funded and facilitated by both parties.
‘In executing its mandate under the guidance of the Principals, the Committee shall undertake inclusive and extensive consultations with members of the public and all relevant stakeholders, including arms of government, government departments, independent commissions, civil society, religious institutions and the private sector to ensure the implementation of the MoU is informed by diverse perspectives and addresses the needs and aspirations of all Kenyans,” they said.
The two principals added that the committee will commence its work immediately and will submit progress reports to them every two months and to a joint Kenya Kwanza-ODM Parliamentary Group on a quarterly basis.
“The Parliamentary Group will hold its first meeting on August 18, 2025. A final comprehensive report detailing the status of the MoU’s implementation will be released to the public on March 7, 2026, marking the one-year anniversary of its signing,” they added.
