President Ruto’s Sh80billion Nairobi transformation push

The money will implement the Municipal Services Improvement Programme (MSIP)

Members of the executive in Nairobi City County government have hailed President William Ruto’s address to the County Assembly on Thursday as a step towards reshaping urban governance.

‎The County Executive Committee Member (CECM) for Finance, Charles Kerich said the cooperation between the National Government and City Hall would transform Nairobi, with long term benefits.
‎
‎On Thursday, April 9, 2026, President Ruto made an inaugural address by Kenya’s sitting Head of State to the Nairobi City County Assembly.
‎
It is also the first address to a county assembly, which sets precedence in the devolved government system.
‎
The president could seize the new window to make similar addresses in the 46 other counties, aiming to reach out to the county legislators in his quest for re-election in August 2027.
‎
‎In a statement a day after the president’s address, Kerich noted that national government investment of Sh80 billion in development of new infrastructure in Nairobi would form the backbone of the capital city’s immediate and long-term development process.
‎
‎”Nairobi cannot drift along. The Sh80 billion national government investment in roads, public lighting, water, sewerage, solid waste management and other infrastructure projects will form the backbone of the City’s immediate and future development”, Kerich said.
‎
‎At the same time, the County Urban Development and Planning Chief Officer, Patrick Analo described the president’s address to the County Assembly as a major step to reshape urban governance in Kenya’s capital city.
‎
‎The chief city planner explained that the national government was in a Cooperation Agreement with Nairobi City County Government to implement Municipal Services Improvement Programme (MSIP).
