The Auditor General Nancy Gathungu has unmasked how Bomas of Kenya paid Sh2million for a non-existent Enterprise Resource Planning (ERP) information system.
Further investigations by The Informer revealed that the ICT office at Bomas of Kenya confirmed they neither received the said system nor did they receive any documentation of the stated system.
Our investigations revealed that the said money was paid to Waterford Solution.
Through an audit report on Bomas of Kenya Limited for the year ended June, 2019 in our possession show Bomas falsely claimed to have bought the system that integrates various software applications to manage designated activities in some or all department functions of the organisation.
“Available records indicate that the company procured Enterprise Resource Planning (ERP) system in 2017 at a cost of Sh1, 985,990.” The report says.
Gathungu’s office adds that although records available at Bomas “indicated that the implementation of the system was ongoing, management did not provide status report on implementation of the system, documentation and evidence of training provided to the users for audit verification.”
However, independent investigations by The Informer established the alleged implementation of the system as claimed by the management to the audit team was falsified.
According to an internal memo dated October 12, 2020, the supposed user department, the office of the ICT confirmed to the Internal Auditor that they were not aware of such a system having been bought or being implemented.
“In response to the memo Ref: MGT/IA/2020-05 dated June 26, 2020, ICT made a comprehensive report on the findings of the inspection of the stated system via memo Ref: BOK/GM/MEMO/01dated September 17, 2020. Secondly, ICT did not receive the system neither did we receive any documentation of the stated system. Lastly, ICT does not have any access to the stated system and therefore, not in a position to switch on or off. The memo addressed to internal auditor seen by The Informer reads in part.
The parastatal, one of the government owned agencies known to generate billions of shillings annually from events related fees and charges is riling in an alleged web of graft implicating senior officers and board of directors.

One of the board members wrote to Tourism and Wildlife Cabinet Secretary Najib Balala to have Gitaa’s appointment revoked citing qualifications shortfall and integrity issues.
