Two former public employees over forged certificates
The suspects, John Murira Mwicigi, a former security supervisor at the Nairobi City Water and Sewerage Company (NCWSC), and Kevine Agweyo Okullo, a former technician at Kenyatta University Teaching, Referral and Research Hospital, were separately charged at the Milimani Anti-Corruption Court.
The Ethics and Anti-Corruption Commission (EACC) has arraigned two former employees of public institutions over allegations of forging and presenting fake academic certificates to secure employment.
The suspects, John Murira Mwicigi, a former security supervisor at the Nairobi City Water and Sewerage Company (NCWSC), and Kevine Agweyo Okullo, a former technician at Kenyatta University Teaching, Referral and Research Hospital, were separately charged at the Milimani Anti-Corruption Court.
Both denied the charges and were released on bail.
EACC investigations established that Mwicigi allegedly presented a forged Kenya Certificate of Secondary Education (KCSE) certificate purportedly issued by the Kenya National Examinations Council (KNEC).
The certificate indicated that Mwicigi had studied at Githaiga Secondary School, although investigations established that he was not a student at the institution.
EACC alleges that Mwicigi used the forged certificate to secure employment at NCWSC and subsequently earned salaries to the tune of Sh15.86 million between 2007 and December 2023.
The Commission consequently accused him of fraudulently acquiring public property through the salaries allegedly obtained using the forged academic credentials.
Following the investigations, EACC forwarded the inquiry file to the Office of the Director of Public Prosecutions (ODPP), which concurred with the Commission’s recommendation to prosecute Mwicigi.
He was charged with fraudulent acquisition of public property, forgery and uttering a false document.
In the second case, Okullo is accused of submitting a forged Certificate in Refrigeration Grade II Trade Test purportedly issued by the National Industrial Training Authority (NITA).
According to the investigations, Okullo presented the certificate while applying for a Heating, Ventilation and Air Conditioning (HVAC) Technician position at Kenyatta University Teaching, Referral and Research Hospital.
He was subsequently charged with providing false information, forgery and uttering a false document.
The two former public employees were each granted Sh100,000 cash bail or a Sh1 million bond with a surety of a similar amount.
The cases will now proceed before the Milimani Anti-Corruption Court.
