Ouma Oluga, Caroline Karuga, Judy Pareno nominated as PSs, Edward Kisiangani dropped in new changes

In the new appointments, President William Ruto has appointed former ODM nominated senator and lawyer Judy Pareno to serve as the Justice of Human Rights and Constitutional Affairs at the office of the Attorney General.

President William Ruto has reshuffled Principal Secretaries reassigning six and nominating 14 new ones in the latest changes in his administration, which saw more allies of former Prime Minister Raila Odinga nominated to the plum position.

Former Nyeri Deputy Governor Dr Caroline Karugu and former Nominated Senator Judith Pareno have been nominated as East African Community Affairs PS and Justice, Human Rights and Constitutional Affairs PS respectively.

The latter is a new office within the Office of the Attorney General and State Department of Justice that will likely be mandated to address the issues of abductions, human rights and press freedom in line with the recent cooperation agreement between Raila’s ODM and President Ruto’s UDA.

Broadcasting and Telecommunications PS Prof Edward Kisiangani, who has been in the news for the wrong reasons following his crackdown on the media, has been dropped. Instead, President Ruto has named a senior advisor and member of the Council of Economic Advisors.

In the changes announced by Chief of Staff and Head of Public Service Felix Koskei, Stephen Isaboke, currently the Head of Regulatory Affairs at Multichoice, has been nominated to replace him.

On the other hand, Medical Services PS Harry Kimtai is among the PS who were reassigned. He has been moved to Mining and former Kenya Medical Practitioners and Dentist Union (KMPDU) Secretary General Ouma Oluga  has been nominated to replace him.

Oluga is currently serving as a technocrat at the ministry of Health.

Belio Kipsang, who has served in the State Department for Basic Education since former President Uhuru Kenyatta’s time, has been moved to Immigration and Citizen Services swapping places with Prof Julius Bitok.

In the new nominations, Jane Imbunya has been named PS Public Service and Human Capital and Regina Ombam as Trade PS in the State Department of Trade and Industrialisation.

If confirmed by the National Assembly, Cyrell Odede shall serve as the PS for the National Treasury and Economic planning.

The president nominated Bonface Makokha as PS for Economic planning and Abdurazak Shaukut the PS for Science Research and innovation at the Ministry of education.

Fikirini Katoi shall serve as the PS for Youths while Caren Ageng’o shall serve as PS for Children Welfare Services if confirmed by MPs.

In the State Department for Shipping and Maritime Affairs, the president nominated Aden Abdi Millah.

Elijah Mwangi was reassigned to the state department for Sports.

Further, Ismael Madey was reassigned to the State Department for Special Programmes at the Ministry of Public Service and Human Capital and Teresia Mbaika was reassigned to the new State Department for Aviation and Aerospace Development from Devolution.
