Sh100billion Kibiko land row escalates over title deeds as Lands Ministry, county lock horns

Members of the Keekonyokie Community Trust Land situated in Kibiko, Ngong Kajiado County remains at limbo over the authenticity of ongoing issuance of title deeds as the Kajiado County Lands Department lock horns with Ardhi House in Nairobi.
Leadership wrangles over the 2,682-prime land LR12418 valued at Sh100billion remains a thorn in the flesh as two warring factions continue to rally its respective supporters over the controversial position over the state of the communal land.
Since 2013, over 9,000 registered members of the partly occupied property have been switching allegiance to two chairpersons, Moses Monik Kusero and Moses Shukuru Parantai.
The leadership wrangles and numerous disputed annual general meetings and elections have become a prolonged subject to back-and-forth court litigations to the chagrin of members who unanimously endorsed the subdivision of the land in 2012.
It is until July 2025 that the Kajiado Environment and Lands court ruled that Moses Monik was the bonified Chairperson of the trust and subdivision of the land commenced immediately.
The National Land Commission (NLC) had on December 15, 2022 forwarded all relevant documents to the ministry of land for subdivision process pending elections of a legitimate chairperson and board of trustees to oversee the process.
The commencement of processing and ongoing issuing title deeds to members was met with jubilation, confusion and protest by members allied to the different factions.
Kajiado County Executive Committee Member (CECM) Hamilton Parseina came out guns blazing accusing Ardhi house cartels claiming ill motive to disinherit legitimate members.
“The processing of the title deeds started on August 28, 2025 and ended on September 15,2025. However, they have been back dated to July 14, 2025. This is aimed at defeating the court of appeal orders issued on July 16,2025 compelling the parties to the case to submit to court original and provisional title deeds, “claims the Cecm.
The Cecm categorically pointed a fingure of blame to lands and physical planning permanent secretary Nixon Korir as the mastermind of the scheme to grab the land but in a quick rejoinder the PS has denied the allegations.
Parseina has also alluded that the county ministry of land only recognizes Parantai leadership despite the court ruling warning that the Monik faction has been infiltrated by non-locals spearheading self-interest.
“We have followed the due process and it is the ministry of lands that processed the title deeds. The title deeds are genuine and will only be issued to registered members. The disgruntled individuals in the county government are spreading malicious information because we have strictly maintained that we are not going to compromise and allocate land to non-members or any politician. Members who have already settled on the land were considered during the land mapping and survey and will be allocated respective parcels they occupy. Majority of those who were supporters of my brother Parantai leadership have received their title deeds and it is interesting to still see them protesting against the process, “Monik said.
Last week, Parantai led his supporters to Karen to seek an audience with former premier Raila Odinga to help them reverse the process.
“I am the chairman of Keekonyokie Trust Land. We have an active court case in the court of appeal that must be honored. My people are devastated because of the ongoing fraud which aims at disinheriting them. The register has been invaded by land grabbers, “claimed Parantai.
State department of land and physical planning has since taken a stern stand about the controversy giving a chronology of events about the land history, disputes and its subdivision.
“Our attention has been drawn to malicious and unfounded allegations against the lands and physical planning permanent secretary and other officers in relation to Kibiko land. Any actions taken by the state department and its mandated officers in relation to the property have been lawful and have adhered to directions issued by courts of law, “responded PS Korir.
The ministry response has seen a quick rush by members to play safe in the middle of uncertainty and get their individual title deeds while still protesting as guided by their loyalist.
In the meantime, tension remains high among members who have settled in the land amid enhanced security in the area and calls for peace by elders.
