Ministry of Education to probe illegal transfer of Grade 7 learners to Standard 8

The Ministry of Education has issued a stern warning to primary schools attempting to illegally transfer Grade 7 learners to Standard 8.

Through a statement, Education Principal Secretary Belio Kipsang said that they had received reports of malpractice in the registration of pupils for the 2022 Kenya Certificate of Primary Education (KCPE).

“Falsification of school records, falsification of birth records and biodata of Grade 7 learners, Attempts to change/obtain new birth certificates by parents to aid in the malpractice, Generation of new UPI for continuing learners, Presenting Grade 7 learners as class 8, Facilitating transfers of Grde 7 into other schools and presenting them as class 8 transfers,” he pointed out.

He instructed field officers to validate all registration data for KCPE and to report any abnormal increase in candidature compared to the 2022 class 7 enrollments.

He also directed officers to work with their counterparts in the State Department for Citizen Services on issues of abnormal birth certificate issuance.

“This presents a serious breach of ethics and integrity by schools,” he added.

The ministry highlighted that about 200,000 students have not been able to register to any JSS prompting the move to apply a multiagency approach.
