Kariobangi North MCA Joel Munuve puts City Hall on the spot over plan to allocate prime land to developers

The legislator wants CEC Patrick Mbogo to disclose whether the pieces of land are being sold, leased, or otherwise transferred to private developers in recent months.

Kariobangi North Member of County Assembly Joel Munuve has questioned a move by Nairobi County Government to allocate two prime pieces of land in the city private developers.

Munuve is now calling for investigations into how the two pieces of land along Nanyuki Road in Industrial Area and Landhies Road, where city government stores currently stand, were unlawfully appropriated by City Hall conducted.

In a letter to the County Executive Committee Member for the Built Environment and Urban Planning Patrick Mbogo, the Chief Officer – Lands Cecilia Koigu, the County Assembly Speaker Kenneth Ongondi, and the Chairman of the Planning Committee Alvin Palapala, Munuve stated that there are plans of the said property being unlawfully appropriated for commercial and residential purposes.

“Public lands hosting the Nanyuki Road County Stores and Highway Stores along Landhies Road are on the verge of being seized under questionable circumstances, undermining the everyday fight legislators have to put up to protect public properties across the City,” Munuve said in the letter.

The legislator wants Mbogo to disclose whether the pieces of land are being sold, leased, or otherwise transferred to private developers in recent months.

He told the CEC to disclose the process through which these transactions were conducted and whether there was consultation with the County Assembly or transparency regarding the deal which is illegal.

The vocal MCA asked the CEC to share the measures put in place by the county to ensure public lands across the county are protected to avoid exploitation by private developers.

“Can they confirm whether the lands have been sold, leased, or otherwise transferred to private developers? What processes were followed for the transactions conducted? Who authorised because there was no consultation with the Assembly?,” Munuve paused.

His letter comes a few weeks after he requested a statement from the planning committee over the said properties.

Munuve said he was prompted to write the letter as a quick intervention to save the property as some containers are being put in place by the said developers and surveillance is done at night.

“I’m well informed that some people go to the stores at night and have even put containers at the stores ready for private investments. That’s why I wrote the letter as we wait for the CEC to appear before the committee when we resume our sessions,” he said.

The Informer Media Group visited the stores and several containers were seen on site but the management at the Highway Stores dismissed the claims of private developers taking over adding that the containers are for the county and are used for storage.

“No private developer is taking over. The containers are always here and are used for storage. Maybe if there is more then the CEC and the governor might have the information,” an official said.

There are also reports that another piece of land along Racecourse Road next to St Peter Clavers Primary School has been targeted.

The involvement of influential officers at City Hall in allocating the prime land to moneyed businessmen and politically-connected individuals is suspected.
