Government to lift ban on scrap metal dealing on May 1

The Government has imposed dawn to dusk order for transportation of scrap metal to deter vandalism as part of the conditional stringent measures to lift the ban on May 1, 2022.

According to Trade and Industrialization Cabinet Secretary Betty Maina, dealers are expected to operate between half past six o’clock in the morning and half past six o’clock in the evening for purpose of transportation.

Transportation dealer are expected to carry a certified copy of the license of the licensed dealers and receipt of the scrap metal on any vehicle that is being used to transport any scrap metal.

“Every licensed dealer shall carry a certified copy of the license of the licensed dealer and the recipient of the scrap metal on any vehicle that is being used to transport any scrap metal,” she said.

“Trading in scrap metal will be confined to all those who are duly licensed. Those who have applied for licenses will be vetted by the multi-agency teams established in each county and chaired by the county commissioner prior to issuance of licenses,” she added.

She said that any person who undertakes scrap metal trade without a license commits an offence and is liable to a fine not exceeding Sh10 million or an imprisonment not exceeding three years or both and for a second offence to a fine not exceeding Sh20 million or an imprisonment not exceeding five years or both.

Additionally, all applications for license will be vetted by a multi-agency team.

“Scrap from Critical National Infrastructure shall be disposed to the Numerical Machining Complex and Kenya Shipyard Limited for smelting into billets,” she said.

There shall be vetting of all fresh applications for licensing at county level by a multi-agency team chaired by the County Commissioner Chair and County Industrial Development Officer as secretary.
