Corruption stalks NYS yet again

A new storm is brewing at the National Youth Service (NYS) over two officers interdicted over alleged irregular procurement who are still in office.

Further, questions have been raised over unprocedural hiring of  parallel  legal, ICT and auditing consultants who have been brought on board at the  NYS headquarters as policy advisors.

Two other retired officers one based at Gilgil NYS College and another in  NYS head office in registry section are yet quit office despite attaining  the mandatory retirement age.

According to investigations by The Informer, Peter Muritu and Timothy  Ndekere, both charged alongside other three members of the Technical  Evaluation Committee for failing to undertake a technical evaluation for  the supply of training materials worth Sh47.6million are yet to quit office.

Muritu and Ndekere are currently attending a senior management course at  Kenya School of Government in Maombasa that commenced in the beginning of  this month  and ending on 26 May 2017.

“Timothy Ndekere and Peter Muritu were taken to court in October 2016 but  action towards their interdiction is yet to be taken which is against the  regulations,” A senior officer at NYS said.

Director of Public Prosecutions (DPP) Keriako Tobiko their prosecution  alongside former NYS Senior Deputy Director General Adan Harakhe and former  chairman of the Ministerial Tender Committee Hassan Noor Hassan.

Hassan was charged alongside eight members of the Ministerial Tender  Committee for authorising the use of restricted tendering above the  stipulated threshold.

On the other hand, Muritu and Ndekere were charged alongside Dr S Mutunga,  Muritu, F M Karanja, Timothy Ndekere and Regina Mungai are also to be  charged for failing to undertake a technical evaluation.  The award was made in favour of Blue Star Enterprises.

Commandant of  Gilgil NYS College Isaac Ndirangu, Philip Tanui and Albert  Too have been retained in office despite having officially been retired  from the service.
