Governors have said the collapse of the Integrated Financial Management Information System (IFMIS) is a deliberate attempt by the National Treasury to slow down county government’s expenditure as the general elections nears.
Operations at the counties have stalled after the collapse of the IFMIS last week on Monday and no payments were being made during the period.
Council Chairman Peter Munya said the disruption has affected payments for emergency service delivery, development and workers.
At the same time, the governors have governors have beaten a hasty retreat on the thorny issue of salary payment to doctors who went on a 100 day strike, saying they are ready to pay them once the National government releases money to the counties.
They said the county governments have no money to settle the salaries having spent all health budget to cushion the public from the effects of the strike.
Munya said the county governments spent money which was not budgeted to buy medicines and other amenities to the church sponsored health facitlies.
“We are more than ready to pay the doctors what is theirs but only after we the money is provided by the national government,” Munya told a press confrence at the council’s headquaters.
Last week the COG said doctors will not be paid for the 100 days they were on strike, even after President Uhuru Kenyatta asked them to do so.
