Criminal MCA? Kitui’s Cyrus Kisavi in trouble again over alleged theft of Sh1.9million mobile phones

Coast Region detectives are pursuing a case where Kitui’s Ikanga Ward Member of County Assembly Cyrus Musyoka Kisavi was arrested on Tuesday June 3, 2025 in Nairobi for allegedly stealing S1.9 million worth of assorted mobile accessories that were reported stolen by the management of Buscar Courier Services on February 8.
The arrest followed a positive identification after analysis of CCTV footage of the scene, which recorded the suspect leaving with the parcel destined for a client in Mombasa.
A statement by the Directorate of Criminal Investigations (DCI) said that on being sighted at the River Road-based courier offices in Nairobi, Musyoka, who did not reveal his identity as an elected MCA, was detained by Buscar security personnel who then handed him over to police at Central Police Station. It was at the station that he was identified, and handed over to Mombasa detectives for further processing.
This is not the first time the MCA is finding himself in trouble.
In February last year, Kavisi alias Sonko was charged in a Kitui court with forging vehicle documents to defraud the County Assembly of Ksh 2.2 million.
According to the prosecution, investigations indicated that the MCA presented documents with the intention of defrauding the Assembly of a sum of the money that was meant for the MCA motor vehicle purchase reimbursement.
In February 2024, one Duncan Irungu accused him on social media of failing to pay Ksh 166, 000 as damages after he hired a Prado TX for almost two months only to return it without the original carpets claiming he might left them at the carwash.
Despite agreeing to pay, Ndung’u claimed he had refused to take calls from the owner. Later, he said his lawyer threatened to sue for defamation.
“I have his texts where he admitted to knowing that he owed 160k and missing car carpets. The other issue of transferring the car illegally is with the DCI. So, does he know what defamation entails?” he wrote on his Facebook page in August of the same year.
It is not clear how the matter proceeded.
Meanwhile, the Member of County Assembly Oloosirkon Ward in Kajiado, Stephen Rais Kisemei Marush, has been charged in court with three counts of misuse of a firearm, willfully obstructing a police officer on duty and creating disturbance. This followed recommendations by the Kajiado ODDP, who consented to his prosecution in a case dating back December 4, 2023.
The MCA is accused of having committed the offence when three police officers from Oloosirkon Police Station went to effect the arrest of suspects involved in an assault and malicious damage case in Ngurunga, Emakoko. One suspect, Soipen Samuel, was successfully arrested and placed in a police vehicle, but during an attempt to arrest a second suspect, the husband resisted while a third suspect, Jackline Joshua, remained inside a nearby house.
According to DIC, Marush arrived with a group of more than ten people armed with sticks and knives, who roughed up the unarmed officer guarding the arrested suspect and forcibly freed him. With a pistol in hand, the MCA also led the group to attack the police vehicle amidst threats.
“The two armed officers, who had entered the house to effect more arrests came to the rescue of their colleague, successfully repulsing the attackers. DCI Isinya took over the investigation and forwarded the case file to the ODPP, who cleared it for a prosecution process.”
