Interior and National Administration Cabinet Secretary Kithure Kindiki has assigned roles to the three newly sworn in Chief Administrative Secretaries (CASs) in the ministry.
Through a statement, Kindiki assigned former Narok governor Samuel Tunai, former nominated senator Millicent Omanga and Amb. Mohamud Saleh to the different state departments in the ministry.
Tunai will be responsible for the State Department for Internal Security and National Administration, Omanga will oversee reforms in the Civil Registration Services, National Registration Bureau and Department of Refugee Affairs, under the State Department for Immigration and Citizen Services.
On the other hand, Amb Saleh will oversee reforms in the Kenya Prison Service, Borstal Institutions and the Probation Department, under the State Department for Correctional Services.
Kindiki revealed that the three will assume responsibilities once the ongoing court case is determined.
The three are among the 50 CAS’s who were controversially sworn in by President William Ruto last week in an event that took place at State House, Nairobi.
The High Court however barred them from assuming office pending the determination of a case filed by the Law Society of Kenya and Katiba Institute.
In a ruling delivered by Justice Hedwig Ongúdi, the CASs were also barred from being paid using taxpayers’ funds.
In the petition, LSK and Katiba Institute argue that the appointment of the 50 CASs was unconstitutional given that the Public Service Commission (PSC) gave the nod for the appointment of only 23 CASs while the President went ahead and appointed 50.
They argue that the additional 27 offices were created outside the Constitution as the President had no powers to establish office in the public service except in accordance with recommendations of PSC.
In the lawsuit, the President and the Public Service Commission have been mentioned as respondents while the 50 CASs as interested parties.
