The Directorate of Criminal Investigations (DCI) has revealed evidence acquired from the three Venezuelan nationals accused of interfering with the Independent Electoral and Boundaries Commission (IEBC) systems.
DCI yesterday responded to case filed by Azimio One Kenya coalition leader Raila Odinga and his running mate Martha Karua at the Supreme Court of Kenya.
According to a forensic analysis report, electronic equipment and IEBC materials were confiscated from three Venezuelans Salvador Javier Suarez, Jose Gregorio Camargo Castellano, and Joel Gustavo Rodriguez Garcia arrested at JKIA in July.
DCI’s affidavit stated that Castellano could access the system and alter data if he so desired.
“It was established that the confiscated exhibits had substantial information held in the IEBC systems are in full control of foreign employees of M/S Smartmatic International Holdings B.V. and Seamless Limited who have been contracted by IEBC. Castellano was in a position to remotely access the entire IEBC data and has the capacity to add, delete, edit or manipulate in any manner the entire IEBC system,” read the report in part.
Only two of the 21 users who had access to the system, according to DCI’s study, were Kenyans employed by the electoral body.
According to DCI, the discovered laptop and iPhone 13 max pro were unlike any other common gadgets as they were extensively encrypted and very certainly used for secure communication.
IEBC database schematic diagram, an IEBC network diagram, an IEBC KIEMS kit deployment list, user names and passwords, local IP address configurations, and virtual private network (VPN) settings were discovered on the laptop and 1TB external disc.

In a statement following their detention, IEBC chair Wafula Chebukati stated that the police had confiscated their computer devices, which were critical in holding the August 9 elections.
“One of the conditions in the tender document was that the bidder should provide a detailed support and maintenance plan and attach documentary proof of ICT technical support staff with a local registered office in Kenya. Smartmatic complied with this condition by providing a local partner in the country,” IEBC statement read in part.
