Spotlight on Chinese firm after Kangemi Bridge collapse, four rescued, two missing
The safety standard and workmanship of the multibillion Nairobi Expressway being constructed by the China Road and Bridge Corporation (CRBC) has been put to question after a bridge under construction collapsed in Kangemi, Nairobi badly injuring four people.
By yesterday evening when search and rescue efforts were called off before resuming early today morning, two people were yet to be accounted for.
The expansive bridge partially came tumbling when the workers were on site.
It is not yet clear how many workers were at the site at the time amid fears many more could still be trapped by debris underneath.
Those injured are still recuperating at Kenyatta National Hospital (KNH) where they were rushed for emergency treatment.
Three of them were first treated at Eagles Hospital before being referred to national referral hospital.
“The flyover under construction partially collapsed but it is not yet clear how many people were on site at the time. It is difficult to know because the flyover is expansive. On normal working days, they are always over fifteen people.” Winnie Nasike, one of the food vendors at the construction site told The Informer.
In 2017, the quality of workmanship by another Chinese firm, Chinese Overseas Engineering Group came under scrutiny following the collapse of Sh1. 2 Billion Sigiri Bridge in Budalangi, Busia County injuring 27 people barely two weeks after an inspection tour by President Uhuru Kenyatta.
CRBC, a subsidiary of a state-owned Chinese construction company and one of the biggest Chinese enterprises in Kenya also built the Sh474 billion Mombasa-Naivasha standard gauge rail (SGR) and is not new to controversy.
Through a gazette notice dated 31st December 2020 Transport, Infrastructure, Housing, Urban Development, and Public Works Cabinet Secretary James Macharia declared the Nairobi Expressway a toll road.
The dual road, with Class A standard, connects the Mlolongo with James Gichuru Road along the A8 National Road.
The notice said all these connections will be toll roads with immediate effect.
A toll road is a public or private road for which a fee is charged on motorists using the passage. This road pricing is typically implemented to help recoup the costs of road construction and maintenance.
Investigations by The Informer have established that for the 27 years CRBC will operate and own the road to recoup their money injected through Public Private Partnership (PPP), the Chinese firm will earn an estimated Sh106.8 billion profit.
CRBC will earn $977 million (Sh106.8 billion) as dividend and other incomes from the $2,765 million (Sh302.4 billion) revenues that are expected from the mega road.
In effect, CRBC through its local arm — Moja Expressway Company — will make an estimated Sh3.9 billion annually or 35 percent of revenues generated from toll fees charged on motorists who will use the 27.1km road.
However, the list of motor vehicles that will be exempted from paying the toll fee on this road and other similar ones include ambulances, police and military vehicles.
The road project was launched by President Uhuru Kenyatta in October last year.
Also, CRBC was contracted to build the rail link between Nairobi and Mombasa as well as other parts of a network that will eventually connect Mombasa to hubs like Kampala, Uganda and Juba, South Sudan.
The company was accused of firing workers without cause, importing labor, stealing water from local communities, and secretly dredging sand from Kenyan beaches for construction material.
