You have 12 days to file appeals for State funding, varsity students told

Court of Appeal had issued two-week deadline for publicisation of the funding framework to all universities, current and incoming students as well as applicants

The Higher Education Loans Board (HELB) and the Universities Fund (UF) have given students students seeking a review of their funding to lodge appeals.

In a joint statement, HELB Chief Executive Officer Evans Monari and UF Acting Chief Executive Officer Dr Edwin Wanyonyi said that in compliance with the March 26 Court of Appeal order, they  carried out an abbreviated public participation within the stipulated 14 days on the appeals mechanism.

“The two Institutions carried out the exercise from 1st – 4th April 2025, received the stakeholder comments, memoranda, and feedback, improved the scholarship and loan appeals mechanism, and published the platform. The appeals mechanism is accessible on the HELB [www.helb.co.ke] and UF [www.universitiesfund.go.ke] websites and the Higher Education Financing Portal [www.hef.co.ke],” the statement said.

The two said that the appeals application process remains open for a period of 21 days from 1st April 2025 to allow for aggrieved students to provide their submissions.

“HELB and UF are in the process of analysing the appeals application data collected and are committed to providing feedback to each of the affected students. We wish to notify the general public and all stakeholders, including students, parents, guardians, and Higher Learning Institutions that the Variable Scholarship Loan Funding Model being subject to an ongoing court appeal process, may change in future depending on the outcome of the appeal before the Court,” Monari and Dr Wanyonyi added.

In its ruling, the Court of Appeal while overturning a High Court order declaring the funding model unconstitutional, directed the Attorney General, HELB and the Kenya Universities and Colleges Central Placement Service (KUCCPS) to publicise the funding framework to all universities, current and incoming students as well as applicants within the next two weeks.

The court further directed the three institutions to inform both current beneficiaries of the funding model and new applicants that the framework could be subject to change, depending on the final outcome of the appeal.

HELB and UF had challenged the High Court verdict, saying invalidating the new funding model had triggered a stalemate in the education sector, making it impossible to disburse payments to students.
