The National Assembly is scheduled to have a special session on Wednesday, July 13, starting at 10 am and ending at 2.30 pm.
Speaker Justin Muturi made the announcement in a notice last week following a request from the leader of the majority Amos Kimunya who was acting on presidential order.
“It is hereby notified to all Members of the National Assembly and the general public that Wednesday, 13th July 2022 has been appointed as a day for Special Sittings of the National Assembly,” the notice reads in part.
The Departmental Committee on Defence and Foreign Relations will also consider a motion on the approval of the ratification of a Defense Cooperation agreement between Kenya, the United Kingdom, and Northern Ireland.
The National Assembly’s Budget and Appropriations Committee is also anticipated to present a report on the County Governments’ Additional Allocations Bill.
The County Governments Additional Allocations Bill 2021, which will enable the release of conditional grants to the 47 counties in response to a court decision, will be the major item on the National Assembly’s agenda when it convenes for the special session.
The Division of Revenue Act should not include conditional allocation, the court concluded last year and instructed parliament to make the required legal changes.
The County Governments Grants Bill 2021 was the original name of the bill when it was published and approved by the Senate.
The House, however, disagreed with the name of the Bill and proceeded to rename it when it was presented to the National Assembly for concurrence.
The Huduma Bill 2021, which aims to introduce Huduma Namba, will also be discussed in the House.
“First Reading, Second Reading, Committee of the Whole House, and the Third Reading of the County Governments Additional Allocations Bill will also be discussed. Consideration in the Committee of the Whole House and Third Reading of the Huduma Bill will be on the agenda and any other priority business certified as urgent by the Speaker,” noted Speaker Muturi.
