Ex-Ruto ally turned critic Nyoro threaten to lead national parents’ protests over capitation debacle
The vocal Kiharu Member of Parliament (MP) Ndindi Nyoro has threatened to marshal national parents’ protests over school capitation debacle over what he terms as inadequate and unclear government allocation to secondary schools.
In a scathing attack, Nyoro said that the government has failed to clearly explain how much each learner is entitled to receive, warning that parents may be forced to cover the shortfall.
He raised concerns over the Sh26billion recently disbursed to day secondary schools, saying there is no clear breakdown of how the funds will be spent.
The once President William Ruto’s ally turned critic questioned whether the money will be used to settle what he claims is Sh22.5billion owed from last year’s unpaid capitation.
“By the time we are going to the mid-term, we expect the government to have sent real money for this term. Failure to which, we are going to mobilise all Kenyan parents to demand what is their right, because they pay taxes and cannot continue to observe silently,” he said.
According to figures released, during Term One of 2025, the expected capitation per learner was Sh11,122, but schools only received Sh8,818, leaving a balance of Sh2,304 per learner.
In Term Two, learners were expected to receive Sh6,673, but only Sh3,471 was disbursed, resulting in a shortfall of Ksh.3,202.
For Term Three of 2025, the expected capitation was Sh4,449, but each learner received Sh3,095, leaving a balance of Sh1,354.
Nyoro warned that if the trend is repeated in 2026, principals will be forced to ask parents to cover the deficits, a move he says could lock out learners from poor households.
