DCI officer jailed for 5 years for kidnapping two foreigners

A Directorate of Criminal Investigations officer formerly attached at Nairobi’s Criminal Investigation office has today been sentenced to five years imprisonment or pay a fine of Sh1.1million.

Inspector Painito Ng’ang’a Bera was charged with three counts of kidnapping, abuse of office, and giving false information to a person employed in the public service. 

The conviction follows an incident that occurred in 2014 where the accused kidnapped two foreigners who had been granted political asylum in Kenya.

Painito was facing the charges alongside three others; Police Constable James Sipiti, Billow Ali, and Hasaan Aden who have been acquitted under section 215 of the Criminal Procedure Code by a Milimani Law court.

Police involvement in criminal activities is on the rise including the hiring of state-owned guns to criminals. 

Last year, detectives at Central Police Station arrested two police officers over extortion and illegal detention of a driver attached to former National Treasury Cabinet Secretary Henry Rotich.

In what manifest underworld gangland-style operations by rogue law enforcement agents, a Corporal of police Arimba Rioba Daniel alongside and his fugitive accomplice Police Constable Oliver Tambo both attached to Kamukunji Police Station were accused of obtaining money with menaces from Mohammed Kiptirim Arab Cheboi.

According to preliminary police investigations, Rioba and Tambo demanded Sh300, 000 to drop a case they claimed to have been investigating involving Kiptirim and the former CS.

Rotich’s aide confessed to the police of having availed Sh200, 000 to secure his release.

They then walked into the Treasury Building and arrested Peter Oyaro Mose, a supplier at the National Treasury and a friend to Kiptirim accusing him of forgery.

They assaulted Oyaro before flog-matching and holding him incommunicado waiting for the demanded bribe cash to be delivered.   

As they were waiting for the Sh200, 000 bribe demand in order to set Oyaro free, Rotich’s former driver alerted the police.

“They assaulted him and later escorted him to a place near Kamukunji Police Station and waited for the money to be delivered.” Part of the police preliminary findings report shows.

Corporal Rioba was arrested but PC Tambo was still at large by yesterday evening.
