A powerful Cabinet Secretary is said to be working at cross-purposes with his Principal Secretary over disagreements on budget vote heads under the ministry.
The CS is said to have been angered by his immediate junior who doubles as the ministry’s accounting officer and an AIE (Authority to Incur Expenditure) holder move to decline to approve some of the expenditures.
Junior officials at the ministry are murmuring to have the frosty relations resolved soonest.
