Yussuf Maina: From FRC’s radar over Sh1.158billion controversial payments at City Hall to Isiolo Chief of Staff

Yussuf Maina, the little known tenderpreneur whose shadow was synonymous within the corridors of power at City Hall in the Nairobi City County of Nairobi before his elevation to the current position of the Isiolo county Chief of Staff by his boss, Isiolo governor Abdi Hassan Guyo was a marked man by the Financial Reporting Centre (FRC) over questionable payments made to his companies amounting to Sh1.158billion, The Informer Media Group can authoritatively reveal.

At the time, Guyo, the now Isiolo governor who recently survived an impeachment motion on a technicality at the Senate served as the Kayole Member of the County Assembly (MCA) and Majority Leader in the Nairobi County Assembly.

Our investigations have revealed that at least two companies linked to Yussuf which received Sh1.1billion and Sh58million respectively.

This was part of the suspected multi-billion procurement fraud unearthed by the Financial Reporting Centre (FRC) at the Nairobi County Government involving several companies and at least eight county staff members.

The tenders in question involved garbage collection where street children are listed as the beneficiaries.

Other contracts, according to the FRC, involve supply of Covid-19 kits and road construction contracts.

“The large cash declaration forms completed during cash withdrawals indicated the beneficiary of funds to be street boys employed to collect garbage,” a report by the FRC stated.

The fraud was committed between April, 2017 and October 2020 where entities received payments totaling to Sh1.3 billion.
