DCI sleuths arrest alleged scammer masquerading as aide to Head of Public Service Felix Koskei
The suspect, identified as Abraham Kimeli, popularly known as “City Tycoon” on TikTok spent the weekend in police custody awaiting his arraignment today
Detectives from the Directorate of Criminal Investigations (DCI) are holding a suspected fraudster implicated in a scamming syndicate targeting unsuspected job seekers and posing as a Personal Assistant to the Head of Public Service Felix Koskei.
The suspect, identified as Abraham Kimeli, popularly known as “City Tycoon” on TikTok spent the weekend in police custody awaiting his arraignment today.

He is accused of swindling a Kenyan woman working in Lebanon Sh130,000 with the promise of securing her a lucrative government job upon her return home.
According to the DCI, the victim first encountered Kimeli in February 2024 through TikTok, where he introduced himself as a senior government insider.
“With charm and confidence, the fraudster provided his mobile number and painted a false image of himself as a key player in government affairs. Earning the woman’s trust, he crafted a convincing narrative about a job opportunity, complete with a seemingly legitimate document purportedly from the Public Service Commission,” the DCI said in a statement.
Investigations revealed that Kimeli allegedly issued the woman with a fake Public Service Commission (PSC) document as proof of the job opportunity before demanding facilitation fees.
“In February 2024, a woman working in Lebanon connected with a follower on TikTok who went by the name “City Tycoon.” Seeking a way not to return to Lebanon when her contract is over, she asked the alleged “city tycoon” for help in securing a permanent job back in Kenya,” the DCI said through their official X handle.
The unsuspecting victim sent the money via Western Union with the help of her employer, only to later realize that she had been conned.
Following forensic investigations, detectives trailed and arrested the suspect.
“He is now in custody, undergoing processing, awaiting the legal repercussions for his fraudulent actions,” the DCI added.
The DCI has urged Kenyans to remain vigilant against online fraudsters exploiting social media platforms like TikTok to lure and scam unsuspecting citizens.
