Swazuri to be investigated over illegal allocation of land in Mombasa
National Lands Commission chairperson Mohammed Swazuri will be investigated by the Ethics and Anti Corruption Commission over his role in the illegal allocation of over 2,380 acres of land to the Mombasa Cement firm.
Parliament last Thursday approved a report by the Lands Committee which had recommended that the Criminal Investigations department and the EACC to investigate Swazuri to determine abuse of office in his personal conduct on the matter and and prosecute him if found culpable.
Parliament now wants the anti graft agency to move fast and summon Swazuri with the aim to question him over his role of allocating the huge chunk of land to the investor in Kilifi.
The committee also found out that commission vice chairperson Abigail Mbagaya who was appointed to head the probe was unknowingly replaced by a Mr. Cyrus Burugu.
“There was no official communication of the decision nor was there any handling over of the case to the new officer. The forensic investigator also left the investigations when the new officer was appointed,” Mbagaya told the committee.
The commission vice chairperson never completed her investigations because the authority of the chairman of the commission, stepped her down and relived her those duties.
Swazuri, the committee observed, fraudulently and illegally wrote a letter confirming that Mombasa Cement Limited is the legal owner of the land in question, without the authority of the NLC, thereby jeopardizing the work, integrity and the dignity of the commission which he heads.
