The rise and fall of ex-Nairobi County Planning boss Patrick Analo

New revelations have now emerged that EACC detectives were initially pursuing Analo to recover Sh8 million shillings he had allegedly received in a corruption deal when they stumbled on a cash haul amounting to Sh65.3 million in his house, loaded in luggage bags and suitcases. Court has frozen Sh16.7million in his accounts and those belonging to his wife Damaris Sindavi Kayugira.

Fresh details have now emerged that the Ethics and Anti-Corruption Commission (EACC) sleuths were pursuing the interdicted Nairobi City County Urban Development and Planning Chief Officer, Patrick Akivaga Analo to recover Sh8 million shillings he had allegedly received in a corruption deal when they stumbled on a cache of Sh65.3 million in his house, loaded in luggage bags and suitcases, The Informer Media Group can authoritatively reveal.

‎We have further established that the eight-million shillings was allegedly recovered in Analo’s car.

The money was reportedly from illicit proceeds he had allegedly received, in a well-coordinated trap to nab the officer who was on the detectives’ radar.

The High Court has since frozen more than Sh16.9 million held in bank accounts belonging to Analo and his wife, Damaris Sindavi Kayugira, as investigations into alleged corruption, abuse of office and unexplained wealth intensify.

After the collapse of Manzil Towers building in South C suburbs early this year, Analo enhanced restrictions at the entrance to his office on the first floor of the 13-storey City Hall Annexe.

The Director of Public Prosecutions (DPP) has since approved charges against Analo Akivaga and over 80 others in connection with the January 2026 collapse of the 16-storey Manzil Towers in South C, which resulted in two deaths.

In February this year, the Commission on Administrative Justice (CAJ), also known as the Office of the Ombudsman recommended prosecution and disciplinary action against several Nairobi City County officials among them Analo over unlawful approvals of a high-rise building, Khaleej Towers, in Eastleigh Nairobi.

 

Ombudsman said the approvals granted for Khaleej Towers violated planning, zoning and building laws, and weak enforcement allowed construction to continue despite clear regulatory breaches.

CAJ found that Nairobi City County officials approved, endorsed and facilitated unlawful development approvals in contravention of the Physical and Land Use Planning Act, 2019, and the Local Government (Adoptive By-Laws) (Building) Order, 1968.

‎Security guards manning the entrance had firm instructions to only let in visitors upon clearance from Analo himself. However, some special visitors would be ushered in without being subjected to the restrictions, said an insider at the Planning Department.

‎Echos of the multi-million cache have been felt at the Nairobi City County Assembly, triggering the County legislature to initiate realignment of its Sectoral and Select committees, to tighten oversight grip on the County Executive.

Arising from malpractices in the Planning Department, Speaker Ken Ng’ondi has spelt out measures to streamline functions of the County Assembly and ensure efficient service delivery to the city residents and property developers.

When the House resumed from recess on Tuesday, June 9, 2026, the Speaker directed the Majority Whip Moses Ogeto and his Minority counterpart Mark Mugambi to immediately reconstitute all committees of the Assembly within 14 days.

‎At the plenary sitting on Tuesday, June 16, 2026, Speaker Ng’ondi directed the Sectoral Committee on Planning and Housing to table a comprehensive report on the current status in the planning department.
‎
‎The Committee Chairperson, Alvin Olando Palapala, was compelled to withdraw an incongruent report which he attempted to submit to the Assembly on the status of the Planning Department.

Palapala, who is serving a third term as the MCA for Kitisuru Ward promised to table a comprehensive report on Tuesday, June 23.

‎During the House sitting on June 16, Ng’ondi warned that he would dissolve all Committees of the House on Thursday, June 25, 2026, if the Majority and Minority Whips would not have reconstituted new ones by then, following his earlier directive.

‎”I had directed the Whips to conclude the reconstitution exercise in 14 days. Come Thursday next week, I will be forced to dissolve all the Committees if the whips will not have adhered to the timelines”, he directed.

‎The Speaker revealed that he had been flagged by the Auditor General, requiring the Assembly to strictly adhere to its Standing Orders.
‎
‎”As the Speaker, I have been flagged by the Auditor General on the need to respect the Standing Orders. We are actually operating outside the requirement”, Ng’ondi told the plenary.

‎Speaker Ng’ondi made the remarks after indications by the Majority and Minority Whips indicated the reconstitution process had not been concluded for names of new committee members to be submitted to the plenary.

‎The County Assembly heard that following Analo’s arrest, the Director of Public Prosecutions (DPP) was processing 37 members of staff in the planning department, to be arraigned on various charges.
‎
‎Minority Leader Anthony Kiragu sought to know whether the entire department of planning had been shutdown, given that nearly all staff were awaiting to be arraigned.

‎”Who will receive plans and other documents being submitted for approval? It is important for the city residents to know the new order of services in the department”, Kiragu said.

‎At City Hall, the seat of Nairobi City County Government, sources said Governor Johnson Sakaja had indicated to his aides that Analo should carry his own cross in the alleged corruption load on his shoulders.
‎
‎”Gavana alimwambiya Analo ajitetee kiviake” (the governor told Analo to carry his own cross), an aide to Governor Sakaja intimated.

‎Sakaja has since suspended the Chief Officer and appointed the Director of Planning,  Dominic Mutegi as the acting Chief Officer, Urban Development and Planning.
‎
‎Interestingly, in the anticipated reconstitution of Committees, former Nairobi City mayor and the MCA for Baba Dogo Ward, Geophrey Majiwa is tipped to head the crucial Planning and Housing committee.
‎
‎When Majiwa rose on the floor last Tuesday to request for a statement, Members gave him a thunderous applause and the traditional parliamentary foot thumbs, amid shouts of chairman planning…planning… planning chairman, prompting Speaker Ng’ondi to call the House to order.

‎Last week, the Leader of Majority Jateso Peter Imwatok, told Assembly The Commission on Administrative Justice (Ombudsman) had earlier cited several senior Nairobi City County officials as culpable for irregular approval of the collapsed Manzil Towers building in south C.
‎
‎However, Imwatok wondered why the Director of Public Prosecutions had left out one officer, Patrick Ochanda among those recommended for prosecution, yet he was a key technical officer in approvals at City Hall.
‎
‎Analo was among the officers recommended by the Ombudsman for prosecution. Others included Mr. S. G. Mwangi, the former County Executive Committee Member (CECM) for Built Environment and Urban Planning.
