SHA rocked in new Sh0.6billion fresh scandal after FRC probe flag questionable payments

In our Part Two and final series of an exposé by The Informer Media Group involving forty-five profiled health facilities that were flagged by the Financial Reporting Center (FRC) being suspected of having irregularly received a total of Sh558,641,801 from the Social Health Authority (SHA), guns are now trained on the Directorate of Criminal Investigations’ (DCI’s) Banking Fraud Investigations Unit (BFIU) to conduct the probe and recommend prosecutions of those found guilty.
Shocking revelations showed that most of the hospitals had either dormant bank accounts prior to the remittances from Social Health Insurance Fund (SHIF) and Primary Health Care Fund (PHCF) or only received the monies from SHIF and PHCF and indication that they might have served as conduits of siphoning taxpayers’ money.
The money in question was paid out October 2024 and July 2025.
When contacted to give comments on the progress of the investigations, DCI Director Mohamed Amin was not reachable by the time of going to the broadcast.
Directors of the facilities are now being investigated over possible involvement in fraud, embezzlement of public funds and obtaining money by false pretences by receiving fictitious claims payments from the two funds.
“The matter is under probe and those deemed as persons of interests will definitely be called upon to shed light on the matter,” a senior detective intimated.
Interestingly, same directors own multiple facilities domiciled in the same region majorly Mandera, Kisii, Bomet, Nairobi, Bungoma, Kakamega and Garissa.
Last week, five suspects were arrested over alleged involvement in healthcare fraud linked 1, 188 files submitted by the Social Health Authority (SHA) and the Kenya Medical Practitioners and Dentists Council (KMPDC) to the DCI on September 1, 2025. The files relate to individuals, organisations, and other parties suspected of being engaged in healthcare fraud.
