SHA CEO Robert Ingasira given seven days to provide details on Sh7.3 billion paid to hospitals

The Ombudsman said a Kenyan has written to them seeking information about the payments they have made to various facilities

Social Health Authority (SHA) Chief Executive Officer Robert Ingasira has been given seven days to avail information on payments made by the national health insurer to accredited hospitals.

In a statement today, the Commission on Administrative Justice said a Kenyan has written to them seeking information about Ksh 7.3 billion payments they have so far made to various health facilities.

The Ombudsman highlighted that the information being sought related to payments made to the facilities between October and December 2024.

“The Commission has given the Social Health Authority CEO seven days to respond to an information request following an appeal by Collins Omollo. The Commission issued the directive after Omollo applied for review, citing SHA’s failure to provide critical details within the statutory timelines outlined in the Access to Information Act, 2016,” the statement read in part.

CAJ noted that the inquiry by the concerned Kenyan stems from the public pronunciation by SHA in early January that they made the Ksh 7.3 billion over the said period.

“The request stems from a letter dated 2nd January 2025, in which SHA confirmed. Disbursing a cumulative total of Kshs. 7.3 billion to 5,000 health facilities between 1 October 2024, and 31 December 2024. According to the letter, Sh1.3 billion was allocated from the Primary Healthcare (PHC) Fund, while Ksh6 billion came from the Social Health Insurance Fund (SHIF),” it said.

CAJ added that the complainant had sought information on money collected in SHA deductions since the implementation of the new healthcare program adding that despite the statutory requirement to process such requests within 21 days, Ingasira failed to provide the information, prompting Omollo to escalate the matter to the Ombudsman.

Previously, Medical Services PS Harry Kimtai revealed that Sh6.4 billion was collected in October last through SHA deductions.

The PS added that Ksh 5.3 billion was collected in November.
