Ruto appoints Charles Owino as government Spokesperson in executive reshuffle
President William Ruto has appointed former Police Spokesperson Charles Owino as the new Government Spokesperson in the latest changes within the Executive, alongside a series of nominations and redeployments to key constitutional commissions and statutory bodies.
The changes, announced today, Tuesday, July 21, 202 in a notification of presidential action signed by Chief of Staff and Head of Public Service Felix Koskei, form part of the president’s ongoing reorganisation of senior government positions.
According to the notification, the Public Service Commission redeployed Owino from the Ministry of Information, Communications and the Digital Economy, where he has been serving as acting Head of Government Communications, to the Executive Office of the President as Government Spokesperson.
“The Public Service Commission has redeployed Charles Owino from the Ministry of Information, Communications and the Digital Economy, where he has been serving as acting Head of Government Communications, and appointed him Government Spokesperson in the Executive Office of the President,” the notification stated.
Owino, a former police spokesperson, takes over the role after serving in the communications ministry, where he was responsible for coordinating government communication.
In the same changes, President Ruto redesignated Isaac Mwaura as the Head of the Office of Diversity, Inclusion and Disability Rights under the Executive Office of the President.
The President also made several nominations to constitutional commissions and statutory bodies, subject to the relevant approval processes.
Dr Duncan Ojwang Oburu was nominated as Chairperson of the Independent Policing Oversight Authority (IPOA), while Antonia Lentojioni and Wilson Sossion were nominated as members of the Teachers Service Commission (TSC). Flora Mutua was nominated to serve as a member of the Public Service Commission (PSC).
The nominations have been forwarded to Parliament for consideration and approval.
Additionally, President Ruto nominated seven individuals to serve as members of the Intergovernmental Relations Technical Committee (IGRTC), pending ratification by the National and County Government Coordinating Summit.
The nominees are Wilson Kuria Thuita (Murang’a), Silvya Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang’eno Kimiriri (Laikipia), Ken Riaga (Migori), Evalyn Chepkirui Aruasa (Nakuru), and Mary Nanjala Kilobi (Nairobi).
