Godfathers save officials facing axe in Sakaja’s mini-reshuffle

‎Nairobi governor Johnson Sakaja is a besieged man walking a tight rope to steady his administration, while treading carefully not to trample on his re-election bid. ‎ ‎

On Tuesday, November 18, 2025, the governor made a wide reshuffle in the executive arm of the county government.

The changes saw ten departmental Chief Officers moved to new dockets with immediate effect. ‎ ‎

Sources familiar with City Hall affairs told The Informer Media Group that several officers in the County Executive were on the queue to be fired but alleged intervention by their godfathers secured their new leases of life. ‎ ‎

The reshuffle was communicated on Wednesday, November 19, 2025 through a memo from the Office of the Governor and signed by governor Sakaja himself. ‎ ‎

The changes had been speculated to take effect on Friday, November 14, 2025 but it was not the case. ‎

‎However, the announcement on Wednesday, November 19, fell short of an axe on some County Executive Committee Members (CECMs) and Chief Officers, according to sources that were privy to the governor’s action before it was announced. ‎ ‎

Initially, speculation was rife at City Hall that officials on the chopping board included Geoffrey Mosiria (formerly Chief Officer Environment), Patrick Analo (Chief Officer Urban Development and Planning), Cecilia Wangari Koigu (Chief Officer Lands), Stephen Gathuita Mwangi aka S.G. (CECM Buroughs, Administration and Personnel), and Mr Charles Kerich (CECM Finance and Economic Planning). ‎

‎By Friday, November 14, 2025, some senior officers in the Executive who suspected they would be shown the door had cleared their offices of personal effects by close of the day.

However, the axe never fell on any of them in Governor Sakaja’s latest reorganization of his County Executive. ‎ ‎

One insider claimed Analo escaped the axe following alleged intervention by the Prime Cabinet Secretary Musalia Mudavadi. S.G. Mwangi is known to have close links with State House operatives and that could have worked out for him. ‎ ‎

In the changes, the acting County Secretary Geoffrey Akumali was moved from Business and Hustler Opportunities Sector to Housing and Urban Renewal Sector. ‎ ‎

Tony Michael Kimani, from Social Services to Social Services and Estate Management.  Lydia Mathia was taken to Business and Hustler Opportunities from Housing and Urban Renewal. Hibrahim Otieno moved from Medical Facilities Sector to the Environment Sector. ‎ ‎

On the other hand, Sande Oyolo takes charge of the sensitive Medical Facilities Sector from Digital Economy and Start Ups Sector. His counterpart, Wilson Gakuya has become moved from Smart Nairobi Sector to Digital Economy and Start Ups. ‎

‎Former Environment Chief Officer Geoffrey Mosiria landed in the Citizen Engagement and Customer Service Sector, while Dr. Michael Waikenda takes charge of Mobility Sector and will act as Chief Officer for the ICT and Infrastructure Sector. ‎ ‎

Clement Rapido moves to Smart Nairobi Sector from City Culture, Arts and Tourism Sector. At the same time, Zipporah Mwangi moves from Citizen Engagement and Customer Service Sector to City Culture, Arts and Tourism.
