CS Magoha launch re-engineered NEMIS
Parents will now be able to monitor their children’s learning progress after Education Cabinet Secretary George Magoha launched the re-engineered National Education Management Information System (NEMIS).
Speaking during the launch at the Kenya Institute of Curriculum Development (KICD), Magoha said NEMIS will seek to solve challenges in school registration as well as improve the current process and develop a system that acts as a reliable, timely, and accurate point of reference in informing policy action.
“We have had challenges in the past in terms of school registration and we have heard of schools charging for registration, this is going to stop to allow the general public to confirm if schools are registered. NEMIS will ensure that if given money, a teacher will not be able to add non-existing students or add more money for capitation,” he said.
The upgraded system also has introduced parents’ role, allowing them to monitor their children’s progress and are also allowed to initiate school transfers.
The Ministry of Education has already imposed strict restrictions governing school registration.
The revised criteria state that educational institutions might obtain a provisional registration certificate that is valid for one or five years.
Schools can also be de-registered for a variety of reasons, such as indulging in exam irregularities, enrolling more students than allowed, switching from mixed to single-sex, or from day to boarding, and vice versa.
Magoha stated that the rules will be changed on a regular basis to meet the demands of the education sector.
“It is therefore required that all providers of basic education and training adhere to the provisions of these guidelines as far as the registration of basic education and training is concerned,” he said.
The guidelines say the institution will only be allowed to admit learners upon issuance of a certificate of registration.
“The letter of approval of the site is not a licence to admit learners to the institution,” state the guidelines.
According to the standards, the institution will only be permitted to admit students after receiving a certificate of registration.
Those wishing to establish a basic education and training institution must apply to the County Education Board (CEB), which will then notify the directorate in charge of quality assurance and standards at that level.
The directorate will review an institution’s licensing application to ensure compliance with requirements.
The desirability of the site, adequacy of land, availability of a site place designated by the Department of Public Works, and a legal title deed or lease agreement for leased land and structures are all elements to be considered before approval.
