AfDB blacklists Kenyan IT firm from its projects over fraud

The African Development Bank (AfDB) has debarred a Kenyan IT firm from handling its operations over fraud.

Express Automation Limited has been blacklisted for 36 months for engaging in fraudulent practices during a tender for the technical security upgrade to the Bank’s Eastern Africa Regional Centre.
“At the expiry of the debarment period, Express Automation Limited will only be eligible to resume participation in African Development Bank Group-financed projects after it implements an integrity compliance programme consistent with the bank’s guidelines,” said the AfDB.
The debarment qualifies for cross-debarment by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions, including the Asian Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank, and the World Bank Group.
The bank had also debarred Rockey Africa Limited and its affiliates including Aerospace Aviation, Eva-Top Agencies, Sony Commercial Agencies, Beta Trading Company and Madujey Global Services for 18 months.
AfDB said the decision follows an investigation it conducted and established that Rockey Africa engaged in fraudulent practices in several tenders under the Support to Enhancement of Quality and Relevance in Higher Education, Science and Technology Project implemented in Kenya.
It also debarred Robert Kamau Wachira, the Chairman and Chief Executive Officer of Rockey Africa for 24 months.
