Laikipia and Baringo Counties omitted in planned recruitment of 4,700 Police Constables and Cadets

There is a looming political storm after the National Police Service Commission (NPSC) and the National Police Service (NPS) omitted Laikipia and Baringo Counties in list recruitment centres of 4,700 Police Constables and cadets slated for February 22, 2021.

It was not immediately clear how the advertisement placed in local dailies today omitted the two counties Laikipia and Baringo each with three and six constituencies respectively.

Laikipia County has three constituencies namely; Laikipia East, Laikipia North and Laikipia West constituency while Baringo County has six constituencies (Baringo Central, Baringo North, Baringo South, Eldama Ravine, Mogotio and Tiaty constituencies.

Leaders from the region are bound to query the rationale of the omission based on the principle of equal opportunities and regional balance in the recruitment process.

“Pursuant to Article 246(3) and (4) as read with Articles 10; 27(8) and 232 of the Constitution of Kenya; Sections 10, 11 and 12 of the National Police Service Commission Act and section 7 (3) of the National Police Service Commission (Recruitment and Appointment) Regulations 2015, I the Inspector General, in exercise of powers delegated to me by the National Police Service Commission, seek to recruit 4,700 suitably qualified applicants to be trained as Police Constables.” The advert reads in part.

The eligible candidates must be Kenyan citizens, holders of a Kenya national identity card, possess a minimum mean grade of D+ (D Plus) and above in the Kenya Certificate of Secondary Education (KCSE) examination or its equivalent from an examination body recognized in Kenya with a D+ (D Plus) and above in either English or Kiswahili languages

They must also be aged between 18 and 28 years, meet the requirements of Chapter Six of the constitution, be physically and mentally fit and should not have criminal record or pending criminal charges

No pregnant female candidate is eligible for enrollment to the service at recruitment and during the entire training period.

For the police cadets, those who qualify for enrollment must be holders of at least an undergraduate degree from a recognized University and a minimum mean grade of C+ (Plus) with C+ (Plus) in English or Kiswahili in the Kenya Certificate of Secondary Education (KCSE) examination.

They should also be aged between 22 and 30 years and registered with the relevant statutory body, where applicable.

In the past, the commission was directly involved in the police recruitment process and the general welfare of the police officers.

However, the current NPSC leadership has adopted and laid-back approach.

Although the commission is charged with the primary mandate of police recruitment, promotion and police welfare, the National Police Service guide the commission redeployments due to operational mandate of the service under the command of the Inspector General of Police.

The commission is headed by Chairman Eliud Kinuthia.

Other commissioners include; Eusebius Karuti Laibuta, Naphtali Kipchirchir Rono, Alice Atieno Otwala, John Tentemo Ole Moyaki and Lilian Mutio Kiamba.

Besides the six, the Inspector General of Police Hillary Mutyambai and his two Deputy Inspector Generals, Edward Mbugua and Noor Gabow of Kenya Police Service and Administration Police Service respectively are also commissioners of NPSC.
