DCI detains NIS officer who allegedly shot dead a friend at a liquor store in Kasarani, Nairobi

Sleuths attached to the Directorate of Criminal Investigations (DCI) are holding a National Intelligence Service (NIS) officer suspected of shooting dead a friend after a brief altercation outside a club in Garden Estate, at Kasarani Sub County within Nairobi.

Peter Kiplangat, not related to Deputy Inspector General of Police Eliud Lagat is in custody at the Kasarani police station where he will be detained for 20 days during investigations into the murder of 25 year old Austin Maina.

Maina was shot dead on Thursday this week, June 19, 2025 a few minutes past midnight and the matter was reported at Kasarani police station vide Occurrence Book (OB) number 2/19/06/2025.

An affidavit filed at the Makadara Law Courts by detective constable Hillary Tanui of Kasarani DCI offices indicates that Maina was shot once on the head while inside Kiplangat’s car.

“The scene was documented, processed and it was established that the deceased was shot while inside the respondent’s (Kiplangat’s) motor vehicle,” Tanui states in the affidavit in court.

“Preliminary investigations have established that the respondent (Kiplangat) and the deceased were known to each other and had an argument that resulted into the shooting of the deceased.”

The bullet head, together with the murder weapon and a magazine with 14 bullets were recovered by the police inside the vehicle, a Land Rover Defender – registration number KDJ 346A. A spent cartridge was also allegedly recovered from inside the car.

The suspect was detained at the scene by security guards after allegedly killing the deceased before he was arrested by officers from Kasarani police station.

Maina’s body was moved to the City Mortuary after the incident as police began investigations into the murder.

Tanui told the court that he is investigating a case of murder in contrary to section 203 as read together with section 204 of the penal code laws of Kenya, where Kiplangat is the suspect.

The detective was seeking orders of the court to hold the suspect in custody while conducting investigations into the murder.

Some of the areas to be covered during the investigations, according to Tanui, include receiving the arms movement register at Kiplangat’s workplace and forwarding the firearm- a Jaw Pistol, for ballistic examinations at the DCI headquarters.

A postmortem exercise will be conducted to determine the cause of Maina’s death and escort the suspect for mental assessment at the Mathari National Teaching and Referral Hospital in Nairobi.

The investigations will also include tracing key witnesses and recording their statements as well as recovering the CCTV footage at the scene of the crime which will be crucial in the investigations into the murder.

“Prior to the heinous act, Kiplangat and Maina were seen leaving the liquor shop and boarded Kiplangat’s motor vehicle that was parked at Rubis Petrol station parking yard at 00:00 hours.

The incident was captured by CCTV cameras mounted at the Rubis Petrol station premises,” stated Tanui.
