Two officers interdicted for humiliating their senior, Kayole DCIO

The altercation between the Kayole DCIO Jackson Owino and two police officers has led to the interdiction of the two officers on the grounds of unacceptable police behaviour.

The event captured on CCTV in a bar in Kasarani will be the primary evidence in the case where the two police officers pointed guns at DCIO Owino and threatened to shoot him.

According to a report seen by The Informer, Owino had gone to Seasons Lounge to have his official vehicle washed when he noticed a woman smoking inside the bar.

The woman, identified as Elizabeth Wangari, insulted the DCIO and left hurriedly after telling him that he should know people.

She returned later in the company of two police officers, Marwa Matiko, dressed in official police uniform armed with a Scorpion rifle and Constable Charles Maina, in civilian clothes.

The two confronted DCIO Owino, asking him why he was harassing Wangari. During the incident, the revelers fled from the Bar.

The police report indicates that police constable Matiko walked out of the bar and fired four 9mm rounds from his Scorpion rifle.

After an argument lasting up to four hours, the two disarmed Owino of his Ceska pistol, handcuffed him, then frogmarched him to the Kasarani Police Station, two kilometres away, amid kicks and blows.

Constable Matiko even fired two rounds in the air using Owino’s pistol as they walked to the station.

DCIO Owino was placed in custody at the station before another senior officer on duty intervened.

This turn of events ended up with constables Matiko and Maina being locked up in the cells instead.
