Five officers to be charged with death of matatu conductor in Changamwe

Five police officers are set to be arraigned tomorrow over the death of Caleb Ospino Otieno, which occurred at Changamwe Police Station, Mombasa County.
The five; Khalif Abdulahi Sigat, James Muli Koti, Joseph Odhiambo Sirawa, Edward Kongo Onchonga and Nelson Nkanae are said to have been involved in the death
This follows an investigation by the Independent Policing Oversight Authority (IPOA).
“Otieno was booked in at the station as “unknown,” after he was arrested at around 1800 hrs on September 18, 2018, on suspicion of being in possession of illegal alcohol Changáa,” read part of the statement.
“At around 2100 hrs same day, he was removed from the cells and later transferred
to the Coast General Hospital where he was pronounced dead on arrival.”
The investigation established that Otieno’s death was occasioned by multiple injuries inflicted with blunt force.
The civilian oversight body against police recommended murder charges against the five officers.
The Office of Director of Public Prosecution independently reviewed the IPOA
investigation file and acceded to the reccomendations.
Four of the officers have since been placed in State custody in prepartion for
arraignment at the High Court in Nairobi.
