LSK president Faith Odhiambo, Irungu step aside from Ruto’s Protest Victims’ Panel after court order
Operationalisation of the President William Ruto’s formed Panel of Experts on Compensation of Victims of Protests and Demonstrations chaired by Professor Makau Mutua has hit headwinds after Amnesty International Kenya Executive Director Irungu Houghton and Law Society of Kenya (LSK) President Faith Odhiambo announced their disengagement from the panel including their active participation citing respect for a High Court order that halted the panel’s operations.
The two who were sworn in as members of the panel last month announced they would not engage in any further activities until the court determines the legality of the committee.
“I immediately suspended my participation in the Panel of Experts on Compensation of Victims of Protests and Demonstrations in accordance with Monday’s order by the High Court and my respect for the rule of law, constitution, and judicial oversight,” Houghton said in a statement.
He clarified that, apart from the swearing-in, he had not attended any meetings or taken part in the panel’s work.
Houghton added that his focus remains on advocating for accountability for unlawful killings, reparations for victims, and an end to violent protest policing.
Odhiambo echoed similar sentiments, stressing that her decision was guided by judicial orders. She underscored that her mandate is to serve Kenyans and defend fellow advocates rather than align with government or opposition interests.
“I respect the rule of law and abide by the orders given by the High Court,” she said, adding that the LSK will continue to provide pro bono legal services to victims of police brutality.
She also urged the Office of the Director of Public Prosecutions (ODPP) to review what she termed “trumped-up terrorism charges” against peaceful protesters.
Their withdrawal follows Justice Magare Dennis Kizito’s ruling on Monday that issued conservatory orders suspending the panel’s mandate.
The court stopped the implementation of the Gazette Notice establishing the body and restrained state agencies from acting on President Ruto’s proclamation until the matter is fully heard.
The petition challenging the panel was filed by Levi Munteri against the State Law Office, the Interior Ministry, and other agencies.
The court has directed respondents to file submissions before the case reconvenes in Kerugoya on October 10.
