Seven senior police officers, among them police spokesman Charles Owino have been promoted to the rank of Assistant Inspector General.
Owino, whose previous attempted promotion had created a frosty relationship between National Police Service Commission (NPSC) chairman Johnston Kavuludi and Inspector General Joseph Boinnet has been uplifTed alongside head of Nairobi Area traffic operations Peter Ndung’u.
The others are Joshua Kiplimo Too, Jostine Barmao, Nelson Njiru, Julia Muthama Kitili and Gerald Mbaabu. The changes were announced by the police employer NPSC.
Owino has been in the forefront defending the service when they are down. His eloquence and forthrightness in articulating police issues has won him both admiration and idgnination from some of his seniors in equal measure.
In August last yeae, Owino’s promotion to the same rank by the Kavuludi led commission led to a bitter acrimony between NPSC and Boinnet.
