The Director of the National Police Service’s Internal Affairs Unit Abdallah Komesha has been named the new head of Investigation Bureau at the Directorate of Criminal Investigations (DCI.
This comes six months after he was replaced by David Birech at the bureau.
Birech has been recalled back to the police headquarters and is set to be assigned new duties.
The Deputy Director in charge of operations at the headquarters Judy Ndeda had been named to replace Komesha.
The officers are expected to report immediately on the recent changes that were made yesterday as more changes are expected with more officers expected to retire in the few coming months.
Komesha had been in charge of the Investigations Bureau for two months after taking over from Eliud Lagat who was promoted to be the Commandant of the General Service Unit (GSU)
He also acted as the Deputy Inspector General of Police before DIG Douglass Kanja was named.
Komesha was in charge of investigations into the Shakahola massacre in Kilifi when he was recalled and informed of the abrupt changes.
Exhumation of bodies is ongoing, and some 17 suspects face serious charges over the death of 284 bodies exhumed so far.
Komesha had been in charge at IB for less than two months since he took over from Eliud Lagat, who was promoted and named the Commandant of the General Service Unit.
The task force on police reforms in its latest report recommended that parliament should amend Section 87 of the National Police Service Act to provide for competitive recruitment of the IAU Director, secure the tenure of the Director, and clearly state the Director’s mandate.
It called for the decentralization of the Unit’s functions and to expressly authorize the IAU to enforce discipline and professional standards within the NPS.
