Adequate security measures have been put in place to facilitate peaceful elections, the Director of Criminal Investigations Ndegwa Muhoro said today.
Muhoro said the National Police Service has carried out multiple security assessments and is monitoring the security situation in real time.
“The real time reviews have enriched our security plans. We have mapped out the hot spots which I cannot mention because that is an operational matter. Since June last year, we been constantly assessing the dynamics especially with the entry of independent candidates,” he said.
The DCI office has also attached detectives to the National Cohesion and Integration Commission (Ncic) to help monitor hate speech.
Muhuro was speaking at the sidelines of Africa Criminology and Criminal Justice conference at the United States International University-Africa, Nairobi where he gave a keynote speech.
He said terrorism is one of the major cross border crimes that states worldwide are struggling to tackle.
The DCI said among the interventions they have taken to contain such crimes is the establishment of specialised units against sophisticated crimes in all sectors of the justice sector including police, prosecution and the judiciary.
Other transnational crimes which countries are grappling with include violent extremism, trafficking in illicit drugs, environmental crimes, illicit technology transfer, money laundering, arms trafficking and smuggling of weapons.
“To effectively deal with issues of crimes, different jurisdictions have established institutions that are specifically mandated by the constitution and specific enabling legislations to deal with certain aspects of crime within the criminal justice chain,” Muhoro said.
He said security agencies and line institutions in Kenya are committed to ensure the criminal justice system delivers an efficient, effective, accountable and fair justice process for the public.
“Successful criminal detection, prosecution and conviction are hallmarks of an effective criminal justice model,” said Muhoro.
