Boinnet, Tobiko summon to appear before Nairobi county assembly

Inspector General of Police (IGP) Joseph Boinnet and the Director of Public Prosecutions (DPP) keriako Tobiko have been summoned to appear before the Nairobi County Assembly Committee on Power and Privileges on Tuesday 30th May 2017.

Speaking during a press conference in his office on Thursday ,Nairobi City County Assembly Speaker, Alex Ole Magelo said that the two need to shed light on the status of the investigation and action taken to the offenders following invasion of County assembly precincts by strangers.

The assembly precincts was violently invaded by officers of County Executive and unknown goons on 7th April 2017 and they harassed ,assaulted and molested Members of the County Assembly and Staffs contrary to section 26 (1)(a and b) of the county assemblies power and privileges’ act 2017 and statements detailing the harassment were recorded with the police .

On the said date under unclear circumstances The Chief Officer of the County Inspectorate Department Francis Munyambu together with Albert Koech, Caleb Otieno and Eva Wairuko led a contingent of county askaris and firemen, armed with grinders, hydraulic cutters and other assorted heavy metallic equipment and invaded the precincts by lobbing teargas canisters at members and staffs of the county assembly.

“I instructed the clerk to write to the DPP and IGP requesting them to take appropriate action on the offending parties but they are yet to respond to or report on status of investigation,” said Magelo.

The Nairobi City County Assembly has for some time now been engaged in a tussle with the Nairobi City County Executive over the delineation of assembly precincts as gazetted by IEBC in 2013 and the speaker of the Nairobi city county assembly in 2016.

In November 2016 the speaker approached the Cabinet Secretary of Interior and National Security to request him to deploy armed security personnel to guard the precincts of the assembly.

In 11th January 2017 Administration Police officers were deployed there  but they were recalled on 3rd April 2017 after an officer from the County Executive requested for their withdraw and up to date the plea which was presented to IG for redeployment of the officers has not been answered.

The offenders and Benson Oliang’a will also appear before the committee the same day.
