The state procurement tribunal has trashed a request for an annual Sh393 million by the Kenya Revenue Authority to eight companies for services of cleaning and garbage collection.
According to KRA at least 47 companies belonging to women, youth, and persons living with a disability had applied for the tender which was a two-year contract for the cleaning of KRA’s regional offices and residential houses.
The offices include the Nairobi Region offices, Southern, Central, North, South Rift, Northern and Western regions.
The dispute was lodged by one of the losing bidders, who wanted the annulment of the tender involving the cleaning of Times Towers.
The contract was worth 62.4 million and was awarded to Kamtix Cleaners Company Limited.
Petals Hygiene and Sanitation Services Limited wanted the Public Procurement Administrative Review Board to annul the tender on the basis that KRA had done an illegal reevaluation of the tendering in March despite the issuance of letters of notification of awards in the month of February.
The board ruled against the company, saying that there was not enough reason to cancel the tender.
KRA had said that the contract had initially been awarded to Zumzum Ltd for 45.6 million.
However, the firm rejected the offer prompting KRA to give the tender to the lowest bidder.
Interestingly, Kamtix had already been awarded two other tenders for cleaning and garbage collection services for the North Rift Region at Sh14 million and the Northern region at Sh27 million, respectively.
The other two lots were awarded to Cleanmark and Nadiah Investments.
