The DCI has called upon Zachariah Nyaora Obadia, the mastermind of the sexual harassment incident on Forest Road incident, to surrender voluntarily to DCI headquarters or to the nearest police station.
Zachariah, who lives in Mukuru Kaiyaba informal settlement, has been identified by the DCI using digital forensics with the concerted efforts of cybercrime experts and the DCI National Forensic Laboratory.
The expert placed Zachariah at the crime scene and has been positively identified by his wife and other relatives in his rural home.
The DCI almost arrested him, but he fled via a sewer duct in the informal settlement.
The DCI has given him a 24-hour ultimatum of which he should surrender himself at the DCI headquarters or the nearest police station.
Others involved in the incident have also been asked to surrender before the police arrests them.
At least 14 suspects have already been arrested, and five motorcycles seized regarding the Forest Road incidence.
On Monday, President Uhuru Kenyatta ordered a nationwide crackdown on all boda-boda operators.
Besides the crackdown, Kenyatta also issues a directive to register all motorcycles.
