Mutugi is the Deputy Speaker in the first County Assembly while his boss Ann Wangechi Githinji has also lost her bid for the area Woman Representative to little known Purity Wangui.

The papers were discovered Wednesday morning some dumped along the road at Nyangati section of the busy Embu-Mwea highway.
