The Council of Governors (CoG) has received Sh18.6 billion from donors to identify and tackle issues of reproductive, maternal, newborn, child and adolescent health services in all the 47 counties.
In the five-year programme that will kick off on October this year, World Bank has injected Sh14.6 billion as loan while Danish International Development Agency (DANIDA) has contributed Sh4 billion.
The National government and the County governments will enter into an intergovernmental participatory agreement in a bid to implement the programme at the grassroots.
Speaking to the media at CoG offices in Nairobi today, chairman of County Health Executives William Muraah said both levels of government have agreed on rolling out the project so as to promote universal healthcare.
Muraah said each county will be required to open a special account with Central Bank and ensure that the funds are closely monitored by chief health and finance officers to enhance accountability.
“These funds will help us improve access to and demand for quality primary healthcare services as well as supporting intergovernmental collaboration in the devolved health system,” said Muraah who is also the Meru Health CEC.
He said counties will receive the seed funds based on the County Revenue Allocation (CRA) formula and subsequent performance of their targeted activities.
