When Machakos Governor Dr. Alfred Mutua was elected during his first term in office in 2013, he named the little known University of Nairobi trained lawyer Mwengi Mutuse as his Chief of Staff and Personal Assistant.
As the then governor’s confidant Mutuse, many did not and are still not aware the grounded local politician was the initial force behind Mutua’s election.
Mutuse’s appointment in itself provided conducive opportunity in the making of a mega scam to fleece public coffers from the virgin administration.
He spearheaded the appointment of his wife Esther Mueni in the procurement office and 50 other closely related kin also got a job in the county government.
According to the former Deputy Governor of Machakos Benard Kiala, three of his (Mutuse’s) brothers joined the wife at the procurement office.
They were controversially made procurement officers in Water, Irrigation and Sanitation Ministry, revenue clerk and technician and County image respectively.
It has since been revealed that the recent firing of Michael Maina (chief officer special programmes and research) and suspension of Francis Mwaka (CEC trade), Kimeu Kimeu (CEC public service), Carlos Kioko (chief officer youth and sports), James Mutunga (chief officer forensics and inspectorate services), and Joel Mwova (acting chief officer medical services) over gossiping and corruption as the Mutua
claimed was not true.
“I am puzzled by a culture of people who spend time back biting, pulling others down and spreading unfounded malice against each other. This besides spreading hate and slowing service delivery also undermines and betrays the leadership and the very government they work for” Mutua claimed.
The truth about the firing, suspension and several warnings issued by Mutua was because Mutuse’s alleged sex demands and corruption claims were exposed.
There was a scandal fermenting at the county over sex-for-work where Mutuse is accused of firing ladies who don’t bend to his demands.
Mutuse has reportedly been making sex advances to ladies and anything in skirts and if they refuse to bow to his demands, he threatens them with a sack.
As county chief of staff, the flamboyant Mutuse is said to have been a trusted lieutenant and the force behind Dr Mutua.
Mutuse is said to have put up a fine establishment called Savannah Paradise Hotel which has 200 rooms with a presidential suite.
He is also said to be among the few county government officers who have purchased homes at the prestigious Green Park estate in the outskirts of Machakos town.
