The Council of Governors (CoG) has written to National Treasury, calling for the inclusion of a monthly call allowance of Sh10,000 for clinical officers.
CoG CEO, Jacqueline Mogeni said in the letter that the call allowance has become a point of contention, which may lead to industrial strife if not factored into the framework.
Mogeni made reference to a letter CoG wrote to National Treasury Cabinet Secretary, Henry Rotich on February 15, which requested for funds towards health workers allowances.
“A follow up meeting was held between CoG and health workers on February 20, where in addition to allowances that they had requested, the Clinical Officers made a request for payment of call allowance,” Mogeni said in a letter dated February 21.
The letter was addressed to National Treasury Principal Secretary, Dr. Kamau Thugge and copied to several others including all Governors, Health Cabinet Secretary and PS Dr. Cleopa Mailu and Nicholas Muraguri respectively, County Secretaries, Clinical Officers Association and Health Professionals Associations among others.
When she wrote to Rotich on February 15, Mogeni made reference to yet another meeting held on February 2 that discussed the harmonized Memorandum of Understanding by the Ministry of Health, Clinical officers and the Kenya health professionals.
